I have received and carefully considered your
despatch No.29 of the 25th ultimo in which you forward a
petition addressed to me by fifty four lessees of land,
householders and merchants carrying on business in the
British Concession on Shameen. The petitioners ask me to
order the removal from the Concession of all persons of
enemy nationality and to prohibit the return of such
persons during the continuance of the present War, and
they adduce in support of their request a variety of
arguments based on the British ownership of the Concession
the legal status of foreigners in China, and the
intolerable attitude which residents of enemy nationality
are said to adopt towards British subjects on the
Concession.
As you are aware, and as you have already pointed out
to some of the signatories of the petition, the whole
question has already been very carefully considered by
